The State Council’S Order Is Related To The Safety Of The Industrial Chain And Supply Chain!

Premier Li Qiang recently signed an order of the State Council promulgating the "Regulations of the State Council on Industrial Chain and Supply Chain Security" (hereinafter referred to as the "Regulations"), which will come into effect on the date of promulgation.

The "Regulations" aim to prevent security risks in industrial and supply chains, improve the resilience and safety level of industrial and supply chains, and maintain economic and social stability and national security. There are 18 articles in the "Regulations", which mainly stipulate the following contents.

1. Clarify the working principles of industrial chain and supply chain safety. It is stipulated that industrial chain and supply chain security work should implement the overall national security concept, coordinate development and security, coordinate domestic and international affairs, promote high-level opening up to the outside world, and promote the stability and smooth flow of global industrial and supply chains. It is clear that the state will guide the rational and orderly layout of industrial and supply chains, strengthen international cooperation in the field of industrial and supply chains, support core technology research in key areas, and promote high-quality development of industrial and supply chains.

2. Establish and improve industrial chain and supply chain safety system measures. Establish and improve the safety working mechanism of industrial chain and supply chain. Specifies the relevant responsibilities of relevant departments of the State Council and the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government regarding industrial chain and supply chain security. Strengthen the security of industrial and supply chains in key areas, establish and improve information sharing, risk monitoring and early warning, risk prevention, and emergency management systems, and maintain the stable and continuous operation of the production and circulation of raw materials, technology, equipment, products, etc. in key areas.

If any organization or individual violates our country's laws, administrative regulations, departmental rules and relevant national regulations and carries out information collection activities such as investigations related to the industrial chain and supply chain within our country, the relevant departments will take corresponding measures in accordance with the law.

3. Provide for countermeasures and extraterritorial application. In response to foreign countries, regions and international organizations as well as foreign organizations and individuals that harm the security of my country's industrial chain and supply chain, an industrial chain and supply chain security investigation system will be established. Relevant departments of the State Council can carry out industrial chain and supply chain security investigations and take countermeasures accordingly. Organizations and individuals within my country should implement relevant countermeasures. If any organization or individual illegally carries out information collection activities related to the industrial chain supply chain, the relevant departments will take corresponding measures in accordance with the law.
